Sales Tax Increase from 17 % to 18 %

 

SALES Tax Increase - 17% to 18%

Finance division has issued notification to increase sales tax in Pakistan from 17% to 18%. The standard rate of sales tax has been increased from 17% to 18% through SRO 179(I)/2023 dated February 14, 2023. The amendment through SRO 179 is not applicable on goods subject to sales tax at retail price as specified in the Third Schedule to the Sales Tax Act, 1990. 

All FBR POS integrated retailers have been upgraded to new tax bracket accordingly.

PRA Pos Invoicing system is an online real-time point of sales system which connects and reports the sales and returns of retailers with Punjab Revenue Authority Electronic Invoice Monitoring System

 for computerized sales tax system through internet. A barcode or QR code automatically gets printed on the invoice generated through a sale or return by the retailers. This system helps retailers in automatic preparation of sales tax returns and thereby reducing their expenditure. This system has been running successfully by many retail outlets all over the country.

PRA POS - Punjab Revenue Authority EIMS Integration

Following categories are required to be integrated:

  • 1. Services provided or rendered by restaurants located in Hotels.
  • 2. Services provided or rendered by International restaurants who are franchises or franchisees.
  • 3. Services provided or rendered by restaurants having more than one branch in Sindh.
  • 4. Services provided or rendered by restaurants outlets located in air-conditioned shopping malls.
  • 5. Services provided by restaurants through an online marketplace platform.
  • 6. Services provided by the restaurants whose turnover during the immediately preceding twelve tax periods exceeded rupees ten million.

Following categories are required to be integrated:

  • 1. Services provided or rendered by restaurants located in Hotels.

12 New Categories Added to Tier 1 Retailers for FBR POS invoicing System

 According to the rule, 12 new categories have been included in the list of retailers on Tier 1 including the 

  • big restaurants 
  • hotels, motels
  • guest houses
  • marriage halls
  • marquees
  • clubs
  • courier services
  • cargo service
  • big beauty parlors
  • medical practitioners and consultants
  • accountants
  • photographers
  • hospitals or medical care centers providing medical consultation, hospitalization or other ancillary services, etc.
  • foreign exchange dealers
According to the new SRO 50, all foreign exchange dealers and companies have been added to the list of businesses that have to install POS on their sale points.

According to the draft, prepared by the tax collection authority, some amendments have been suggested in Rule 33G, in Schedule 1, which is related to the integration of retailers with the FBR POS Invoicing system. Rule 33G says, “the Federal Board of Revenue shall ensure to provide a facility on its website to a customer of an integrated enterprise Person to verify and ensure that the invoice or bill issued to him has been duly communicated to the Board’s Computerized System and in case of non-verification, he may upload the image of invoice or bill to the Board’s portal.”

SRO 50



Spokesman FBR confirmed that around 2,250 retailers had so far been integrated with the FBR POS system. He said around 11,000 outlets of retailers of Tier-1 had been integrated with the POS system, adding that a total of 16,000 cash counters were also integrated with the POS system.
